摘要
世界各国在长期的、丰富的水利水电工程移民实践中,按照世界银行的移民安置政策很好地解决了存在的很多问题,积累了一些很有借鉴意义的经验。相比较而言,我国和世界银行的移民政策在尽量减少移民数量、妥善安置好移民的生产生活、使移民的生产和生活水平不致低于原有的水平并有所提高上是一致的。我国的移民政策提倡开发性移民,并强调移民安置采取国家补偿和移民自力更生的政策;世界银行在移民安置方面更强调公众参与及对易受伤害群体的特殊照顾。因此,将我国水利水电工程移民政策与世行、亚行政策进行对比分析,有助于进一步完善我国水利水电工程移民政策,使之达到合理有效的安置移民的目的,为做好水利水电工程移民工作提供积极的探索和借鉴。
The resettlement policy of the World Bank for water conservancy and hydropower engineering development has been successfully implemented all over the world for many years,which provides insightful experiences. Thus,a comparison analysis is carried out on domestic and foreign resettlement policies. Generally,same requirements are prescribed on minimizing the number of migrants,appropriately arranging their work and living,and keeping or improving their work and living standards. On the other hand,the concept of developmental resettlement is proposed in China＇s resettlement policy,and both the national compensation and self-effort of the migrants are emphasized. While,public participation and special care of disadvantaged groups are more appreciated in the resettlement policy of the World Bank.The comparison on domestic and foreign resettlement policies could provide useful reference for the further improvement of China＇s policy and make the resettlement work more reasonable and efficient.
