摘要
公众参与被认为是提高政府购买公共服务有效性的重要因素,也是构建服务型政府的重要内容,但公众参与对公共服务有效性的影响具有复杂性。本文旨在探究公众参与如何影响政府购买公共服务的有效性。通过对B市C区政府购买服务项目的分析发现,公众参与在不同类型的项目中具有差异性。公众参与的广度、深度和范围以及参与的组织化程度和主动性是影响政府购买公共服务有效性的关键因素。而这些关键因素主要通过两种路径来影响政府购买公共服务的有效性,一是公众偏好的形成与表达路径,二是政府回应的服务调整与改进路径。本研究的政策含义在于,政府购买服务的改善要从促进公众偏好的形成与表达以及提高政府的回应性两方面入手,实现政府与公众的良性互动。
Public participation in the provision of public service is an important part of improving the effectiveness of public service and building a service-oriented government.However,the influence of public participation on the effectiveness of public service remains complex.This paper aims to explore how public participation affects the effectiveness of public service outsourcing.Based on the analysis of public service outsourcing projects in District C of City B,this paper indicates public participation is varied in diverse types of projects.Through further comparative case studies,it is found that different levels and ways of public participation will have different impacts on the effectiveness of public service outsourcing.The breadth,depth,scope of public participation,as well as the degree of organization and initiative of participation are key factors affecting the effectiveness of public service outsourcing.These key factors mainly affect the effectiveness of public services outsourcing through two paths:one way is the formation and expression of public preference;the other is the improvement and adjustment of governmental responsiveness.The policy implication of this study is that the government should start with promoting the formation and expression of public preferences and enhancing governmental responsiveness.In this way,the effectiveness of public service provision will be improved and positive interaction between the government and the public will be generated.
