摘要
当前我国正处于经济改革的关键时期,经济体制的不完善、经济活动行政监管的缺失,致使涉众型经济犯罪持续高发,对社会稳定形成较大的影响。公安机关应当根据涉众型经济犯罪的特点,以大数据为依托建立较为有效的犯罪预警机制,探索打击涉众型经济犯罪的长效侦查模式,适时开展舆情引导,实现维稳与维权并重,有效化解群众矛盾;积极构建风险评估体系,确保社会经济秩序平稳运行。
At present China is still in the crucial period of economic reform. The imperfect economic system and the lack of administrative supervision of economic activities lead to the high occurring frequency of economic crimes involving the masses,which has a great impact on social stability. Public security organs shall actively meet the requirements of economic reform,focus on stability maintaining,thoroughly consider the characteristics of economic crimes involving the masses,establish an effective crime prevention and control mechanism based on big data and actively conduct investigation to effectively control the intense situation of economic crimes involving the masses. Meanwhile,the public security organs shall conduct the guidance of public opinions,lay equal stress on stability maintaining and rights guarantee and effectively solve contradictions involving the masses.
