摘要
以改革开放以来湖北省49项农机科研政策为样本,采用内容分析法对政策文本进行分析,界定湖北省农机科研政策的三种类型,划分农机科研政策发展的四个阶段,从政策设计和政策效果两方面总结政策的成效和不足,提出在重新认识农机科研作用的基础上重构农机科研体系的政策建议。
Taking 49 scientific research policies of agricultural machinery in Hubei province since China＇s reform and opening-up as samples,using content analysis method to analyze the policy text,the scientific research policy of agricultural machinery was defined into three types,and the development of scientific research policy was divided into four stages.The achievement and deficiency of policy from two aspects,policy design and policy effect,were summarized,and some suggestions on reconstructing the system of scientific research policy based on the re-understanding of the role of it were given.
