摘要
国土生态环境安全是国家安全战略的重要组成部分。本文在系统分析中国国土的生态环境态势,及导致生态环境危机主要原因的基础上,指出中国当前现实状况是"人与自然"失衡、"经济与生态"失调,正处于生态环境危机与反危机斗争的关键时期,由此提出"人与自然再平衡"的战略思路,以及相应的11项战略措施与优化国土空间布局的构想。
Ecological environmental security is one of the most important components in a national security strategy. Here,we systematically assess China＇s ecological environment and explore the main factors leading to the ecological environment crisis. We point out that China is now currently at a situation of imbalance of‘human and nature＇and‘economic and ecology＇and at a critical period of crisis and anti-crisis regarding the ecological environment. Therefore,we propose a re-balance between human and nature strategic idea,11 strategic moves,and a strategic vision of overall regional development and optimization of territorial development patterns.
