作为"21世纪海上丝绸之路"以及中国能源进口多元化重要支点国家的缅甸,自2011年结束军政府统治以来,政治与外交生态发生了全方位的变化。地缘政治博弈的加剧、民主化进程的提速、中央政府与少数民族地方武装冲突的升级以及来自社区和非政府组织的挑战,这一切加大了中资企业在缅甸项目的政治、经济、安全与社会风险。中缅地缘关系密切,历史渊源深厚,加上中国在地区国际事务影响力的提升,尤其是"一带一路"国家战略的实施,都将对中资企业在缅事业提供有力支撑。中国石油企业应坚定信心,提升战略思维,积极应对挑战。
As a pivotal country along China's 21 st Century Maritime Silk Road as well as in diversification of China's energy i m p o r t s, M y a n m a r h a s b e e n u n d e rg o i n g w i d e s p r e a d political and diplomatic change since military rule ended in 2011. Intensified regional great power rivalry, accelerated democratization, continued clashes between ethnic rebels and the central government, and various demands by local stakeholders have increased economic, political, security and social risk for Chinese companies. However, with the implementation of China's Silk Road Economic Belt strategy, inherent geopolitical and historical factors in China-Myanmar relations and Chinese macro-economic infl uence in the region will underpin continued Chinese oil and gas investment in Myanmar. Chinese enterprises should gain confi dence, refresh their perspective, and actively respond to challenges there.
