摘要
在缅甸政治社会转型和若开邦地缘经济发生重大变化之际,若开邦族群间的新一轮冲突呈现持续、扩散的特点,并产生了一系列的政治、安全等影响。族群间现实和历史中的冲突与仇恨,导致国内政治张力、国际社会的压力和地缘经济成本的增加。当前若开邦暴力冲突基本可控,但背后的矛盾还可能长期存在,需要各方有所防范。
At a moment of major socio- political transition in Myanmar and of geo- strategic economic change in Rakhine State,a new round of protracted conflict has broken out between ethnic groups in Rakhine and spread to other parts of the country,generating a wide range of political and security implications. While current and historical rivalry and hatred between ethnic groups has generated domestic political tensions,the conflict has also resulted in pressure from the international community and in associated geo- strategic economic costs. While violent conflict in Rakhine State can largely be contained,the underlying contradictions will likely continue to exist over the long term,and all parties will need to take measures to manage conflict.
