摘要
文化人才队伍是我国实现社会主义文化大繁荣大发展的中坚力量,文化人才队伍建设契合了我国文化强国和人才强国战略。本文运用史密斯政策执行过程模型,从理想化的政策、执行机关、目标群体和环境因素四个维度分析了文化人才队伍建设政策过程。由此认为,国家战略任务导向与地方自主、理想化政策与目标群体之间的矛盾和困境导致了文化人才队伍建设政策运行过程中的主要逻辑"紧张",是文化人才队伍建设政策在执行过程中产生一系列问题的重要原因。因此,文化人才队伍建设应该发挥地方政府的自主性和能动性,明晰政策目标群体定位,明确各部门的责任和任务,兼顾"阳春白雪"与"乡里巴人",加强民间文化人才队伍建设。
Cultural talents are the hard core to realize great development and prosperity of our country's socialist culture. Cultural talents construction is accorded with our country's culture-strengthened country strategy and powerful talents country strategy.Tbe paper uses Smith Policy-Implementation-Processing pattern to analyze the policy process of cultural talents construction from 4 dimensions including idealized policy,executive agencies, target groups and environment. From the above,the contradiction and dilemma between national strategy-oriented missions, local autonomous and idealized policy and target groups lead to the main logical "tension" in the process of putting forward cultural talents construction policy, which is an important reason for a series of problems in the process of carrying out cultural talents construction policy.Therefore, cultural talents construction should develop local governments' autonomy and initiative, know target groups' orientation of this policy, confirm responsibilities and missions of every department give consideration to "profound literature and art" and "popular literature and art" and enhance folk cultural talents construction.
