摘要
增加农村公共产品供给对建设新农村及和谐社会具有重要意义。统筹农村公共产品供给是中原经济区作为国家重要粮食生产和现代农业基地战略地位的保障,对其供给能力的有效评价是统筹工作开展的前提。基于构建的中原经济区农村公共产品供给能力评价指标体系,对供给现状进行分析,建议从统筹城乡公共产品供给制度、完善供给绩效评价体系、畅通需求表达机制等途径加强中原经济区农村公共产品供给能力。
Increasing the supply of rural public goods has important sense to the construction of new countryside and the harmonious society. The rural public product supply is the strategic security for Central Plains Economic Zone as a national important grain production and modem agriculture base. An effective evaluation of the supply ability is the prerequisite for coordinating work. Through constructing the evaluation indicator system for the supply ability of public products in Central Plains economic Zone, we should analyze the present situation, and give suggestions from the overall planning of urban and rural public product supply system, improve the supply of performance evaluation system, smooth the demand expression mechanism to strengthen rural public product supply ability of Central Plains Economic Zone.
