摘要
以陕西咸阳市农村公共产品供给满意度调研数据为例,运用组合赋权法为本文构建的绩效评价指标体系设定权重,对分乡镇的农村公共产品绩效评价值进行测算和比较。研究结果显示:在经过组合赋权方法处理后的农村公共产品供给指标体系中,农村公共设施是权重最大的子系统,其后依次是农村公共管理、农村社会服务、农业经济发展。在我们所调研的所有乡镇中,田阜乡的综合绩效评价值最高,评价值最低的是昭陵乡。实证结果符合样本区域现状,这在一定程度上反映出当前中国农村公共产品供给中存在的现实问题。在此基础上提出提高中国农村公共产品供给绩效的对策建议。
In this paper, a performance evaluation of rural public goods supply in Xianyang City is studied. The peasants＇ satisfaction survey data is chosen and the weights combination weighting method is used, in order to eval- uate the performance of rural public goods and to make comparisons among different towns. The results show that the weight of public facility is the largest among all the subsystems of the evaluation system. It is found that Tianfu town ranks the highest in the comprehensive performance value, while Zhaoling Town ranks the lowest. The empiri- cal results are in line with the status of the sample region, which to some extent reflects the issues of the current supply of rural public goods in China. On this basis, some policy suggestions are proposed, for the sake of impro- ving the performance of China＇s rural public goods.
