摘要
定陶县引入市场化机制强化小型农田水利工程管护。注册成立了专业的灌溉服务组织,采用企业化管理模式提供有偿灌溉服务。建立了全水价形成机制、电力供应外包机制、工程定期普查机制和企业化管理机制,促进了小农水工程正常运行和效益发挥。定陶县进行的有益探索,对其他地区小农水工程管护具有较强的借鉴意义。
Market-oriented operation and maintenance has been introduced for small on-farm waterworks in Dingtao County. Professional organizations were established and registered so as to allow them to operate as enterprises and provide irrigation service on a payable basis. In order to maintain normal operation of small on-farm waterworks and maximize benefits, following measures are introduced, such as formulation of full-cost water charges, outsourcing of electrical supply, carrying census on a regular basis to water projects and implementing enterprise management mechanism. This experience is beneficial for other areas to reference in operation and maintenance of small on-farm waterworks.
