摘要
编制水利行业政府购买公共服务指导目录是推动政府向社会力量购买水利公共服务的一项重要的基础性工作。对指导目录的内涵和作用进行分析,借鉴参考部分地区和部门已开展的相关工作,对适于向社会力量购买的水利公共服务进行归类和梳理,以图构建起水利行业政府购买公共服务指导目录的基本框架。
Preparing guidelines for government procurement of public service in water conservancy industry is fundamental and vital of promoting government to procure public service from the market. The paper makes an analysis on connotation and role of the guidelines. Public services that suit for procurement from the market are classified and categorized by reference the experience of other sectors or departments, so as to create a basic framework for the guidelines.
