摘要
新丝绸之路经济带是中国经济发展新阶段国际战略的重要战略构想,这一构想形成了丝绸之路经济带建设的国家意愿。丝绸之路经济带国家意愿的基本逻辑是:外交是目标,多边政治关系是核心,欧亚区域经济一体化是平台,文化是民心相通的导向。围绕这一意愿,现实的策略选择是构建周边外交战略,维护国家主权、安全和发展利益。构建区域一体化的经济格局,推进我国和周边国家的经济贸易合作。构建全方位的开放格局,扩大向西开放,完善全方位的地缘政治合作格局。把历史性与现实性融为一体,促进丝绸之路经济带沿线文化教育交流。依据丝绸之路经济带建设的国家意愿和现实选择,丝绸之路经济带建设的关键问题在于:建立丝绸之路经济带的合作机制,加快西部内陆型改革开放新高地建设,以丝路国家人才培养为核心促进"民心相通"战略,加强丝绸之路经济带资源、环境、能源、经济社会发展的信息系统建设,开启丝绸之路经济带的互联网时代。
The New Silk Road Economic Belt is an important international strategic concept of the new stage in China＇s economic development, which forms national will of the construction of the Silk Road Economic Belt. The basic logic of national will puts diplomacy as the target, multilateral political relations as the core, Eurasian regional economic integration as the platform, and culture as the guide of the public ＇ssoul to soul. According to this will, establishing circumjacent diplomatic strategy and safeguarding state sovereignty, security and development interests are the realistic selections. Building the pattern of regional economic integration propels the economic and trade cooperation between neighboring countries and China. Building the pattern of all - round opening up helps to expand western opening up and improve the pattern of all - round geopolitical co- operation. The integration of historicity and reality can promote cultural and educational exchanges along the Silk Road Economic Belt. On the basis of the national will and realistic selections, the key issues related to the construction of the Silk Road Economic Belt lie in the construction of its cooperation mechanism, the acceleration of the western inland reform and opening up to new heights, the core of cultivating the Silk Road national talent so as to promote the strategy of the public＇s soul to soul, and the strengthening of information system construction of the Silk Road Economic Belt in term of resource, environment, energy, economic and social development, ushering in the Internet era of the Silk Road Economic Belt.
