摘要
日本以农协为基础建立的全国性互助农业保险体系,对于分散农业灾害风险,推动日本农业现代化发挥了重要的作用。本文基于日本农业共济的形成机制和日本"合作式"农业保险的成功经验,提出在我国构建"合作社式"农业保险体系。具体政策建议为:建立四级农业保险互助合作组织体系;设计灵活的农业保险承保制度;形成三级农业灾害赔偿和督查体系;建立有效的农业保险分保机制;健全农业巨灾风险分散机制。
National mutual agricultural insurance system of Japan, which is based on agricultural association, is playing an important role in decentralizing disaster risk in agriculture and in promoting agricultural modernization of Japan. Based on the analysis of the formation mechanism of Japanese Nosai system and the success of Japan ＂cooperative style＂ agricultural insurance, we made a conclusion to construct Chinese cooperate agriculture insurance. Specific policy recommendations including establishing four-level agricultural insurance mutual assistance system, designing flexible underwriting institution of agricultural insurance, forming three-level agricultural disaster compensation and inspection system, building effective mechanism for reinsurance and improving diversification mechanism of catastrophe risk.
