摘要
国外发达国家在城市矿产发展过程中积累了许多成功经验。从法律法规约束、财税政策激励、循环再生意识培养、废旧资源回收处理、循环再生创新技术支撑以及城市矿产建设具体实践等方面,总结和评述了国外发展城市矿产的先进经验与成功做法。为了培育我国的城市矿产,在借鉴和参考国外经验与做法的基础上,结合我国具体情况,提出了以下对策:完善城市矿产法律财税政策体系、加强废弃物的回收管理、加强技术创新、规划和建设生态工业园、强调生产企业的生态责任、加强城市矿产文化建设。
Developed countries have possessed a lot of successful experience in the development of urban minerals.Through the introduction of laws and regulatory constraints,incentives of fiscal policy,trainings of recycling awareness,recycling of waste resources,support of innovative and recycling technology,as well as specific practice of urban minerals construction,some advanced experience and successful approaches of some developed countries were summarized and commented.Based on the reference of experience and practices in foreign and considering specific situation in China,some countermeasures were put forward to cultivate urban minerals in our country,such as improving the legal and fiscal policy system of urban minerals,strengthening the management of waste recycling,enhancing technological innovation,planning and building the Eco-industrial Park,emphasizing ecological responsibility of manufacturing enterprises,and intensifying cultural construction of urban minerals.
