摘要
农村劳动力转移是城镇化进程的必然趋势,农村劳动力的转移对生态环境有多方面的影响,尤其是对水土流失治理具有重要意义。探究农村劳动力转移对水土流失治理的影响,对于推动我国生态文明建设,促进经济与自然的和谐发展具有重大意义。本文在对劳动力转移现状简要分析的基础上,针对农村劳动力转移对水土流失治理的影响进行机理分析,再以长汀县为例进行实证分析,深入剖析农村劳动力转移对水土流失治理的影响,并针对性地提出完善水土流失治理的思路及对策,包括优化、培育水土流失治理主体、创新水土流失治理资金机制和构建良好的人才回流环境三个方面。
Rural labor transfer is the inevitable trend of the urbanization progress. The rural labor transfer has various impacts on the eco- environment,especially on the soil erosion management. The study of the rural labor transfer impact on the soil erosion management will play important role in the construction of ecological civilization and the harmonious development of the economy and nature. Based on the brief analysis of the rural labor transfer status,it is conducted the mechanism analysis on the rural labor transfer impact on the soil erosion management,then conducted the empirical analysis taking Changting County for the case study,so as to provide the perfect soil erosion management idea and counterpart measures,including the optimism and culturing of soil erosion management subject,innovation of soil erosion management funding system and the construction of the good environment for the talents backflow.
