摘要
当前经济运行中存在一些不平衡、不协调、不可持续问题,从深层次讲,多与治理体系和治理能力不适应有关,与经济社会发展没有完全走上法治化轨道有关。全面推进依法治国,既是全面建成小康社会的重要内容,又是推动经济社会持续健康发展的制度动力和根本保障。全面深化改革离不开依法治国,保持我国经济社会持续健康发展,也需要法律的引领、规范和保障。要正视我国发展中面临的机遇和挑战,正确认识和处理发展与法治的关系,破除妨碍经济社会持续健康发展的误区和做法,更多运用法治思维和法治方式来推动发展,发挥立法在保障经济社会持续健康发展中的重要作用,使立法与发展决策相衔接,并通过法律实施保障经济社会持续健康发展。
There are some problems in the current economic operation that development is unbalanced, uncoordinated, and unsustainable. After a deep analysis, it is found that this is mainly because the governance system does not adapt to the governance capacity and the social and economic development are yet to become fully law-based. Comprehensively promoting the rule of law is the important content of building a well-off society in all respects as well as the institutional driver and fundamental guarantee for ensuring the sustained and healthy economic and social development. Comprehensively deepening reform cannot do without the rule of law, and law is also needed to guide, standardize and protect the sustained and healthy economic and social development. We should face up to China＇s development opportunities and challenges; correctly understand and handle the relationship between development and the rule of law; get rid of misunderstandings and actions that hinder the sustained and healthy economic and social development; get the thinking and ways based on the rule of law to play a larger role in promoting development; give play to the important role of legislation in guaranteeing sustained and healthy economic and social development; create a link between legislation and development-related decision-making; and ensure the sustained and healthy development of the economy and society through the implementation of the law.
