摘要
北京人口调控是一项复杂的系统工程。本文从原因、对象、内容、范围、方向、目标、思路、手段等八个方面对北京人口调控问题进行了系统分析。文章提出,北京人口调控应该以全部人口为对象,以人口分布为主要内容,兼顾规模和结构,立足北京市、协调京津冀、放眼全中国,制定动态人口调控目标,以经济手段为主,结合行政手段,疏解非首都核心功能,将北京打造成一个活水池,形成人口有进有出、生气盎然的局面。
The population regulation of Beijing is a systematic project. This paper analyzed the reason, content, object, scope, direction, target, thought and means of the population regulation in Beijing. It argued that, in the course of population regulation, overall population should be the object, and population distribution should be the main content as well as the balance of population scale and structure. It＇s necessary to be based on Beijing, coordinate the Beijing, Tianjin and Hebei, and look around China. And a dynamic target should be developed and economic means should be introduced with the administrative means to mitigate non core capital functions, so that population can enter and exit of Beijing rationally.
