摘要
针对中国地方财政环保支出、企业环保投资对工业技术升级的影响问题,利用Battese和Coelli(1992)的随机生产前沿函数测算了我国30个省份工业技术效率与技术进步,从环保资金来源角度分析了不同循环经济能力状态下的地方财政环保支出和企业环保投资对工业技术升级的不同影响。研究发现:地方财政环保支出是中国工业技术升级的重要"突破口";企业环保投资对中国工业技术升级的作用效果"因源而异"。
This paper focus on the influence of both local fiscal expenditures on environmental protection in China and corporate environmental investment on industrial technology upgrade. By applying the stochastic model proposed by Battese and Coelli in 1992, we calculate the efficiency of industrial technology and technological progress of 30 provinces in China. From the perspective of capital sources ,we analyze the effect of both local fiscal expenditures on environmental protection and corporate environmental investment on industrial technology upgrade under different conditions of circular economy. The resuhs show that：local fiscal expenditures on environmental protection become an important breakthrough to achieve industrial technology upgrade, however, the impact of corporate environmental investments on industrial technology upgrade are different depending on its different capital sources.
