摘要
本文在环保投资、环保投入、环保支出概念辨析的基础上,对比分析了国内外环保投资概念的差异,并系统分析了中国现行的环保投资统计范围、统计指标和统计方法。分析表明:中国环保投资统计制度尚不完善,环保投资数据管理不规范;环保投资概念不清,统计范围不一致;统计方法科学性不强,存在重复计算与统计时段不一致等问题。为了完善中国环保投资统计体系和客观反映真实环保投资,本文提出了调整环保投资统计范围、建立科学的环保投资统计方法、完善环保投资统计制度等三项建议。
Based on the comparison of concepts of environmental investment,input and expenditure,this paper identified the conceptual difference between environmental investment and environmental expenditure,and systematically analyzed the existing statistical scope,methodology and system of environmental protection investment.The analysis results show that China's statistical system for environmental protection investment is far from well-established,and lacking standardized data management of environmental protection investment.There is no clear definition of environmental protection investment and unified statistical scope.Statistical methodology is lacking in scientific basis with duplicated calculation or time inconsistency.To improve the statistical system of China's environmental protection investment and get a real picture of environmental protection investment,the paper suggested that statistical scope of environmental protection investment should be adjusted and optimized.Science-based statistical methodology of environmental protection investment should be established.The statistical system of environmental protection investment should be improved.
