摘要
目前支持科技人员创新创业的政策制度相对完备,但没有从根本上改变高校科技人才离岗创业的现状,究其原因是高校鼓励科技人员出去创业的积极性不够。笔者认为要破解此项困局,要统一思想认识,做好典型引导,建立科技人员创业"走出去"和"引进来"的人事补偿机制,建立科技人员创业评价考核筛选体系,完善分类考核、多元评价制度等,才能真正形成科技人员想创、敢创和能创的良好局面。
The policies and systems of supporting the scientific and technological personnel for innovation and self employment have already been improved recently, but they don't fundamentally alter the sit uation of resigning and starting self-employment outside universities, resulting from inadequate en- couragement from universities and colleges. In order to solve the predicament, we should reach a con- sensus, set up good examples, establish the compensation mechanism of personnel administration that encourages the scientific and technological personnel to "go out" and "bring in", build up the screen- ing system for evaluation and assessment of their enterprising, and improve regulations of classified appraisal and diversified evaluation systems, thus creating a friendly environment where scientific and technological personnel dream to create, dare to create and able to create.
