摘要 PPP模式在国外被广泛运用于公共基础设施建设领域,意在提高项目运行效率,实现公共部门与私营部门之间优势互补、互惠双赢的目的。文章研究了城市基础设施PPP模式下特许经营期的测算模型,通过城市地铁交通建设项目的实例,采用蒙特卡洛技术和内部收益率(IRR)法对城市基础设施PPP模式的特许经营期决策进行了探讨,该模型合理考虑了公私双方的风险分担与收益最大化问题,有效地保障了公共部门与私营部门的最低收益,从而为PPP项目的投资决策提供了有益的思路和方法。 The PPP mode has been popularly applied in public infrastructure construction in foreign countries, aiming at improving the operating efficiency and realizing the complementary advantages, mutual benefits and win-win situation between public sectors and private sectors. The article firstly analyzed the meaning and features of PPP financing model, thus affirms its superiority in the field of public infrastructure financing events. The article further proposed the idea of applying PPP model in the public parking lot projects to solve the social problem of parking difficulties. Secondly, based on Monte Carlo simulation technique, the study established a dynamic investment decision model, discussed the main influencing factors and relatad indicators. Finally, the article demonstrated the application process through a case of a large public parking lot. The purpose of the article is to take into account of all risk factors and uncertainties at the initial financing stage and provide a more feasible approach of negotiation for both public sector and private sectors, which facilitates both final decisions.
