摘要
现行预防接种异常反应补偿制度存在规定不够全面、确诊不规范、各地补偿数额悬殊、整体补偿不足、补偿资金来源单一等问题,直接影响受种者的切身利益和预防接种计划的实施。完善我国预防接种异常反应补偿制度一方面应建立客观的预防接种异常反应认定标准并实行调查人员资格审查制度,另一方面应对预防接种异常反应"损害"建立完全的社会分担机制对受种者实行有效的合理补偿。
The current compensation system of abnormal reactions following vaccination has many defects, such as without comprehensive rules, without normative diagnoses, huge differences of compensation funds among different regions, lack of overall compensation and the source of compensation funds is single. These defects directly affect the vital interests of sufferers and the implementation of the vaccination program. In view of the above problems, there are two ways to optimize the compensation system of abnormal reactions following vaccination. On one hand, it＇s necessary to establish objective recognized standard of abnormal reactions following vaccination and the qualification system of the investigators. On the other hand, it＇s necessary to establish completely social sharing mechanism of the ＂impairment＂ from abnormal reactions following vaccination to implement effective and reasonable compensation for sufferers.
