所谓参与，就是让人们有能力去影响和参加到那些影响他们生活的决策和行为中去。本文通过分析城市规划工作中三股力量在城市规划决策体系中的作用，阐明当前公众参与存在的问题并提出建议措施。
The so-cal ed participation, is to let people have the ability to influence and participate in the decisions and actions that affect their lives. This article by analyzing the role of three forces in city planning of urban planning decision system, clarifies the current problems of public participation and puts forward the suggestions and measures.
