摘要
城市规划中的公民参与对于顺利实施城市规划项目越来越重要。分别从公民和政府的视角阐述了公民选择参与方式的影响因素,分析了现阶段几种常用的公民参与方式的适用性,并从公民参与的必要性、投入—产出比、深入广泛性、公平性、时效性、实际影响力等方面探讨了公民正确选择参与方式的原则。
The participation of citizens in city planning plays a more and more important role in the successful implementation of city planning projects. This paper explains the influencing factors that citizens choose their way to participate from the perspective of citizens and the government, and it analyzes the applicability of several frequently-used ways at present. In addition, it discusses the principles about properly choosing participatory ways from such aspects as the necessity of citizens ＇ participation, input-output ratio, extension, equity, time effectiveness and actual influencing force.
