摘要
现实的公共政策供给并非通过简单的线性方式实现,决策者在政策供给过程中拥有一定的选择空间。决策者政策的选择空间主要包括宏观层面的物理空间与理论空间、中观层面的制度空间与制度外空间,以及微观层面的现实空间与建构空间。任何一种空间对决策者的政策选择都具有特定的价值,并各自受到不同因素的影响,在现实中也有不同的表现。这些空间在相互联系的基础上形成一个整体,在为决策者提供更多选择可能性的同时,也为政策供给偏差的出现提供了可能。
The realistic work of public policy supply is not finished through a liner way, and the policy-makers have got a lot of options in the process.The policymakers’ space for policy option includes physical space and theoretical space on the macro level, institutional space and outer space on the macro-level, and realistic space and constructive space on the micro space.Each of these spaces has some certain value for its body’ s option, affected by different factors, and has different appearances in reality.All of these spaces be-come an integrity on the basis of mutual relations, not only providing more options for policymakers, but also providing possibilities of the deviations of policy supply.
