摘要
当前学界对大学生创业政策供需匹配度的精准测度并未进行深入研究,匹配度量化评估是大学生创业政策管理的关键。本文在对2012年1月到2021年1月期间国家和江苏省层面颁布的71项大学生创业政策进行梳理统计的基础上,建立了包括创业环境、融资、服务、市场、研发、人才在内的6个一级政策要素20个二级政策要素的大学生创业政策要素体系,并构建了大学生创业政策供需匹配度测算模型。采用问卷调查法,以江苏省理工类、经管类、文体类大学生政策个体实际需求的调研情况为依托,实证分析了大学生创业政策供需匹配情况。结果表明:江苏省大学生创业政策供需匹配度较高,不同专业对不同政策要素的匹配度存在一定差异,政策整体的需求强度大于供给强度,很多政策要素的实际需求没有得到满足。本文基于江苏省大学生创业政策的供需矛盾,提出了江苏省大学生创业政策的调整优化建议。
At present,the academic circle has not conducted in-depth research on the precise measurement of the matching degree of the supply and demand of college students'entrepreneurial policies.Matching measurement evaluation is the key to the management of college students'entrepreneurship policy.Based on the statistics of 71 college students'entrepreneurship policies issued by the state and Jiangsu Province from January 2012 to January 2021,this paper establishes a college students'entrepreneurship policy element system with 6 primary policy elements and 20 secondary policy elements,which involves entrepreneurial environment,fi nancing,services,markets,R&D,talents,etc,and build a model to measure the matching degree between supply and demand of college students'entrepreneurship policy.The article adopts the questionnaire survey method,based on the actual needs of the students in the science and engineering,economics and management,cultural and sports of Jiangsu Province,and empirically analyzes the matching situation of the supply and demand of the entrepreneurial policy of college students.The results show that Jiangsu Province has a relatively high degree of matching between the supply and demand of entrepreneurship policies for college students,and there are certain differences in the degree of matching of different policy elements between different majors.The overall demand intensity of the policy is greater than the supply intensity,and the actual needs of many policy elements have not been met.Based on the contradiction between supply and demand of the entrepreneurial policy for college students in Jiangsu Province,this article puts forward suggestions for adjustment and optimization of the entrepreneurial policy for college students in Jiangsu Province.
