摘要 科研仪器设备是推动区域科技进步和产业技术创新的基础保障和重要支撑,推动科研仪器设备的开放共享,能够提高设备的使用效率和专业化水平,并能有效促进全社会协同创新,提升创新成果产业化效率和水平。目前国外发达国家已形成各具特色的科研仪器设备共享机制,如美国清晰明确的管理制度,英国政府主导设备的使用,德国实行严格审批与广泛共享等。我国也初步形成了国家、区域和省市三层联动发展的科研仪器设备共享局面。在对国内外科研仪器设备开放共享经验总结基础上,提出通过建立科研仪器设备共享服务平台、综合服务平台和产业对接平台实现设备开放共享的路径,并提出在制度、人才、资金和信息网络方面的保障措施,为实现科研仪器设备高水平、多领域的共享发展提供借鉴参考。 Scientific instruments and equipment are the basic guarantee and important support for the progress of scientific and the innovation of industrial technology. Promoting the opening and sharing of scientific instruments and equipment can not only improve the efficiency and the level of specialization of equipment, but also promote the whole society to collaborative innovation and improve the efficiency of industrial innovation and level. Developed countries have formed their own characteristics and sharing mechanisms about the opening and sharing of scientific instruments and equipment at present, such as clear management system in America, governments lead using of equipment in British, strict examination and approval and widely shared in Germany and so on. China has also initially formed national, regional and provincial three layers of linkage development situation of scientific instruments and equipment sharing. On the basic of the opening and sharing experiences and practices of scientific instruments and equipment domestic and abroad, this article puts forward to establish sharing service platform, integrated service platform and industrial docking platform, and safeguard measures for talent, capital and information network. This paper provides reference for the high level and multi field sharing of scientific instruments and equipment.
