摘要
通过研究美国油气长输管道安全管理体系,对美国油气长输管道安全监管体系的部门构成,及油气管道相关法律法规、标准进行了系统阐述。重点论述了美国油气管道完整性管理的发展历程和法规标准及文件体系的建设情况。对我国明确安全监管部门职责,强化油气管道立法,完善油气管道标准体系,建立健全油气管道安全管理体系具有借鉴意义。
Based on the investigation of the safety management system of long- distance oil gas pipeline in USA,the safety regulators,laws,regulations,and standards related with the safety management of long- distance oil gas pipeline were presented. The development of integrity management system of pipeline and the construction of standards,regulations and file system related with pipeline integrity in USA were also discussed. The investigation on the safety management system of long- distance oil gas pipeline in USA was helpful for improving the safety management of long-distance oil gas pipeline in China.
