摘要
进入2015年以来,我国基础电信业务领域的变革效应逐渐显现。在此背景之下,原有基础电信运营商和虚拟运营商、宽带运营商之间新型的产业关系正在逐渐形成,并对我国电信业新产业格局的奠定产生重要影响。在日益复杂的电信产业关系网络中,作为我国电信业改革发展所不可或缺的关键要素,有序竞争和有效监管的必要性和紧迫性将更为鲜明。
Since 2015, the transformation effect of basic telecommunication markets in China is gradually appearing. On this background, the industrial relationship among the originally basic telecommunication operators, mobile virtual network operators （MVNO） and broadband network operators is gradually developing and highly influencing on the telecommunication industry pattern in China. In the increasingly complex relationship network of telecommunication industries, orderly competition and effective supervision are the key factors to reform and develop China ＇ s telecommunication industries whose necessity and urgency will be more important.
