摘要
将水污染物COD(Chemical OxygenDemand,化学需氧量)的排污企业归属于若干不同的行业,选取并量化体现各行业经济效益和环境影响的控制指标作为分配依据,构建了基于变异系数最小加权和的行业水污染物COD优化分配模型,并以汉江水源地城固县的COD分配为例进行模型仿真.实验结果表明,模型能够考虑到不同行业间投入和产出的客观差异,得出一种兼顾公平性和可行性的分配方案,为水污染物在行业间实现优化分配提供了理论依据和实践指导.
Each polluter which discharges water pollutant named COD(Chemical Oxygen Demand) is divided in some different industries in this paper. Some indexes that reflect economic benefit and environmental implication of each industry are choosed and quantized and they are used as the distribution basis. The new allocation model of water pollutant between industries based on the minimal sum of weighted coefficient of variation is proposed. Meanwhile, this paper takes the total allocation of the water pollutant COD of the county named ChengGu which is the birthplace of Han River as an example to do the simulation.The simulation results show that results show that this model can obtain the scheme of allocation with more fairness and feasibility with considering the objective difference of investment and yield between different industries and it can provide theoretical foundation and practical guidance for the optimized allocation of the water pollutant between industries.
