摘要
本文提出一个CES生产函数分析框架,通过生产要素替代弹性取值区间来甄别产业技术变迁内生方向,继而分析产业技术变迁内生方向差异对产业政策安排的影响。同时利用1991-2012年相关数据,证实中国机械工业的技术变迁当前总体处于偏向低技能劳动者的技能替代阶段。这说明中国机械工业若想通过自主创新缩短与世界技术前沿的差距,产业政策安排的关键不在于对特定企业进行利润激励,而是构建以产业技术政策为核心的政策平台,使整个机械工业呈现出偏向高技能劳动者的技术变迁特征。
This paper presents a CES function analysis framework to identify the endogenous direction of technical change during industrial development by estimating the elasticity of factor substitution in order to explore how the endogenous direction of technical change effects the arrangement of industrial policies. Meanwhile,this estimates the elasticity of factor substitution in CES production function by the supply-side system method using Chinese machinery industrial data in the period 1991—2012. The results show that the endogenous direction of technical change on Chinese machinery industry biased forward un-skilled labor and physical capital for un-skilled labor in general,meaning that Chinese machinery industrial policies should not focus on fiscal incentives to specific firms,but set up policy framework based on technical polices in macro-economic management in order to make the direction of technical change on Chinese machinery industry biased to skill-complementing.
