摘要
随着外国人在广东不断增多,"三非"问题及外国人违法犯罪问题也开始出现并迅速增多,外国人涉毒犯罪成为广东地区以及我国新的毒品来源,带来的危害日趋严峻。外国人涉毒犯罪严峻的形势暴露出我国在外国人管理工作中存在着机制不顺、法律不完善、队伍薄弱、执法能力不足等问题。中央政府应转变外国人管理理念,完善外国人管理相关法律和制度、建立协调有效的外国人管理机制、规范签证及续签工作、加强海关、边防入境检查;地方政府可加强外国人管理事务队伍建设、完善外国人居留管理相关制度、加强外国人涉毒犯罪的侦查工作、加强跨区域合作和禁毒国际合作。
With the increasing number of foreigners in Guangdong, criminal problems of foreigners begin to appear and rapidly increasing, especially the foreigners＇drug-related crimes. This serious situationis due to imperfect foreign management system, unscientific visa policy, imperfect immigration law, lack of drug enforcement capabilities and so on. The central government should change the management concept of foreigners, improve the the relevant laws and regulations, establish aneffective management mechanism to coordinate the foreigners, standardize visa and renewal work, and strengthen the border entry inspection. The local government can strengthen the building of management personnel, perfect the related system of residence management, reinforce detective work of foreigners of drug-related crimes and strengthen inter-regional cooperation and international cooperation in drug control.
