摘要
《国务院关于加快发展现代职业教育的决定》提出"探索发展股份制、混合所有制职业院校"。把"混合所有制"这样一个经济学概念借用到职业教育领域,涉及一系列观念、政策和法律问题。在借鉴国有企业股份制改革经验的基础上,分析了国内职业院校和企业合作的现状及存在问题,并对探索"混合所有制"要先明确的政策目的、实践主体以及法律支持、配套改革、实施步骤等认识和实践问题作出了分析。
The Decision of Quickening the Development of Modern Vocational Education by State Council proposed to ＂explore the development of share holding and mixed ownership vocational schools＂. To apply the economic concept of ＂mixed ownership＂ in the field of vocational education involves a series of problems which concern conception, policy and law. Based on experience of share holding system reform of state-owned enterprises, this article analyzes the current situation of the cooperation between vocational schools and enterprises, as well as the problems that exist. Moreover, it also makes an analysis of the knowledge and practice problems of the purpose of policy, the subject of practice, support of laws, corresponding reform, steps of reform that need to be made clear before exploring ＂mixed ownership＂.
