摘要
政府购买公共科研服务是当前科研管理改革的重要内容,是科研项目管理方式的创新,承载了新的科研管理理念。本文以政府购买公共科研服务为研究对象,主要分析了政府购买公共科研服务的概念和优势;构建了政府购买公共科研服务的制度框架,提出了在中国推进政府购买公共科研服务的策略和建议。
The government purchases of public scientific research services is the important content of the reform of scientific research management, is the innovation of scientific research project management mode, which carries a new idea of government manage- ment. This paper, taking the government purchases of public scientific research services as the object of study, analyzes the concept and advantages of government purchase of public scientific research service. It builds the system framework of the government purchases of public scientific research services, and puts forward strategies and suggestions in China.
