摘要
黄河滩区移民搬迁是河南省政府提高滩区居民生活水平和改善居民居住条件的一项重大民生工程。该项工程具有涉及人员众多、搬迁耗时长、动用的经费多等特点。黄河滩区移民搬迁应该根据实际,处理好诸如产业结构调整、搬迁安排、科学发展、民生建设和基础设施建设的关系、局部发展与全局发展的关系、是非关系等十大事项,以提高工作效率和减少政策执行中的失误。黄河滩区移民安置是一项系统工程,在具体设计政策时,必须基于防贫、防疫、防灾、防蝗、防火、防饥、防盗、防旱、防涝、防暴、防恐、防汛等多重需要,统筹兼顾,各部门协调配合。
The project of residential mobility on the beachland of Huang River is an important livelihood project that Henan provincial government aims to improve living standard and dwelling conditions. The project is characterized as the number of personnel involved,migration taking a long time,funds invest much. On the basis of specific circumstances of residential mobility on the beachland of Huang River,ten matters,including adjustment of industrial structure,relocation arrangements,relationship between construction of people＇s livelihood and infrastructure construction,need attention which are advised in order to increase work efficiency and reduce operation errors during the process of policy implementation of residential mobility on the beachland of Huang River. In the end,brief policy suggestions at the core of 12 preventions are provided based on the issue.
