摘要
"撤点并校"是理解农村教育发展走向的一项重要现象。本文试图从人口分布变化以及教育资源这两个角度来重新解释"撤点并校"的政策逻辑。采用个案研究的方法对中西部W县林镇的"撤点并校"过程进行了全面的考察,指出"撤点并校"并不是使学校布局适应于学龄人口分布变化的自然过程,它反而是改变学龄人口分布的主要因素。"撤点并校"的实质是以取消村小的方式来实现中心完小的教育改善,这就意味着无法简单化地把这一过程标定为"积极"或者"消极"的。我们指出,"撤点并校"政策最主要的问题在于偏离了"均衡发展"这一目标,强调要对总体的教育发展理念进行反思,并从制度层面清除限制教育发展的障碍。
' Merging rural schools into town schools' is an important phenomenon for understanding the development trend of rural education. This paper tries to reinterpret the policy logic of ' merging rural schools into town schools' from the perspectives of population distribution and education resources. Basing on a case study of W town in mid-west China,it points out that ' merging rural schools into town schools' is not a natural process about adjusting school location to the change of school age population distribution,on the contrary,the policy is the main factor for the change of school age population distribution. The nature of ' merging rural schools into town schools' is to improve township central primary schools by abrogating rural schools,which means that it cannot be defined as ' positive' or ' negative'. It is indicates that the main problem of the policy is that it deviates from the aim of ' balanced development',so that it is necessary to reconsider the overall education development concept,and clear the obstacles which limit education development from the aspect of system.
