摘要
政府购买学前教育服务是一种通过相关契约由社会组织提供相关学前教育服务以实现政府提升学前教育服务效力最大化的行为。目前我国试点推行政府购买学前教育服务,初步缓解了"入园难"问题。但是我国政府职能转变进展缓慢、民办教育发展不充分、政府对社会组织缺乏监管已成为政府购买学前教育服务有效实行的主要障碍。因此汲取西方福利国家的经验是有必要的,应坚持"引进来","走出去"的基本原则,转变政府职能、发展民办园、确定监管制度。
Government purchasing preschool educational services which are provided by social organizations is an approach to enhance the effectiveness of preschool services by ways of relevant contracts. At present, China has started government purchasing preschool services, trying to ease the difficulty for children to enter kindergarten. However, there are some obstacles： slow transformation of government functions, insutcient private education, and lack of government supervision. Therefore it is necessary to learn from the experience of Western wefare countries by following the basic principles ＂bringing in＂ and ＂going out＂ in order to improve the functions of government, to increase private kindergartens and to determine regulatory systems.
