摘要
经济社会发展现代化与国家治理现代化相互依存、互相促进。一国发展的现代化过程同时也是治理体系创新与治理能力提升过程,与治理现代化密不可分、相伴而行。新兴国家在追赶发展中也极力推动治理革新,但迄今其治理机制与能力创新滞后于发展步伐,并影响其整体崛起的进程和质量。本文在综合比较新兴经济体经济现代化过程中面临的治理挑战、治理实践经验基础上,探索其推进治理现代化以促进发展现代化与崛起进程的若干思路。
The development of a country＇s modernization are also inseparable with governance system innovation and governance capabilities promotion,namely the governance modernization,that is,the modernization of economic and social development are interdependence and mutual promotion with the national governance modernization. The emerging countries in their development to catch up also strongly promote governance reform,but so far their governance mechanisms and capabilities innovation lag behind the pace of development,and impact their processes and quality of the overall rise. This paper based on a comprehensive comparison of governance challenges and governance practical experience in emerging economies faced in the process of economic modernization,explores to promote the governance modernization to promote the development modernization and the process of rising.
