摘要
以铁路应急装卸载能力建设为研究内容,系统分析了铁路应急装卸载的特点、现状,从装卸载设施设备、保障力量、组织体系等三个方面,对加强铁路应急装卸载能力建设进行了深入论述,提出了对策措施,具有一定的现实意义。
With the emergency loading and unloading capability of railways as the content of our research,the characteristics and the present development of the railway emergency loading and unloading are systematically analyzed respectively from three aspects of loading and unloading facilities,support forces and the organizational system,with the strengthening of building-up the emergency railway loading and unloading capability dealt with in depth,and corresponding measures put forward in the paper,which have certain practical significance.
