摘要
在装备寿命周期管理的每一个决策点上，效能评估都是正确决策的必要前提。给我军后勤装备的发展规划和科学管理提供理论指导；构建了一个骨干后勤装备效能评估指标体系；提出了指标标准化和定性指标定量化的新思路和新方法；最后，建立了不同条件下设计保障效能和瞬时保障效能评估模型。这些模型不仅具有很强的适用性，而且为成系统成建制装备的整体保障效能评估奠定了基础。
The effectiveness evaluation is the necessary precondition for any right decision on every decision point of equipment lifecycle management. To provide a theoretic guidance for the development, planning, and scientific management of our logistics equipment, the paper creates an index system for the support effectiveness evaluation of major logistics equipment, and puts forward some new ideas and methods for standardizing the indices and quantifying qualitative ones. Finally, the models are built for designed and instantaneous support effectiveness evaluation in different conditions. These models not only are very applicable, but also establish a basis for the integrated support effectiveness evaluation of systemic and organic logistics equipment.
