摘要
为突破传统层次分析法标度的局限性和实现以港区船舶溢油事故风险为主要决策依据时的溢油应急设备库选址,基于传统层次分析法构建了以船舶溢油事故风险为准则的港区船舶溢油事故应急设备库选址模型.考虑对风险定性认识的差异、表征风险各指标的值的差异以及各指标风险等级分级差异等,对模型中因素重要性比较标度进行了拓展.对舟山港6个港区的船舶溢油应急设备库选址进行了算例分析,结果显示,1#港区权重最大,风险准则下溢油应急设备库选址最优方案为1#港区.研究表明,所构建溢油应急设备库选址模型是可行的,能够为港区船舶溢油风险排序以及应急设备库选址等提供依据.
To surmount scale limitations of traditional analytic hierarchy process(AHP)and achieve location of emergency equipment library with risk of oil spill as the main decision-making basis,a location model was built based on traditional AHP with ship oil spill risk set as the decision criteria.Scales to indicate importance of indexes were extend with consideration of discrepancies in qualitative understanding of risk,index values charactering the risk and classification levels of the indexes.Location of the oil spill emergency equipment library for the six places at Zhoushan Port was made an example research,which indicated No.1port as optimal location for its most weight.It showed that the built model was feasible,which could provide references to oil spill risk ranking and location of the emergency equipment library for port areas.
