摘要
对我国2000年以来大气污染防治政策进行了归纳和总结,评估了政策的实施成效和存在问题。结果表明,2000年以来我国颁布实施的有关大气污染防治政策近20部,这些政策的实施使得我国大气污染的到了一定的控制,主要表现为污染物排放总量明显减少;节能工作取得重要成效;产业结构调整升级等。同时大气污染防治政策也存在明显的单一化权威体质的特性;对违法行为处罚轻;政策执行力度不够;监督和保障体系不完善;环境政策与经济政策脱节;公众参与度不足等问题。论文针对这些问题从法律制定、管理机制、违法处罚、政绩考核、经济调控和公众参与方面提出了完善大气污染防治政策的对策和建议。
This paper conducted and summarized the air pollution control policies in our country since 2000, evaluated the results of implementation and the issues of policies. The results showed that China had issued and implemented more than 20 air pollution control policies since 2000 which had controlled the air pollution to some extent. The emission of the pollutants have apparently reduced, the energy conservation has achieved important effects, industrial structure has adjusted and upgraded. However, the policies obviously have problems. For example, less punishment for illegal activities, administrative implementation degree is not enough, supervision and protection system is imperfect, environmental and economic policies are disconnected, lack of public participation and other issues. Focusing on these issues, this paper proposed some measures and recommendations from the law-making, management mechanism, illegal punishment, performance evaluation, economic regulation and public participation to improve air pollution control policies.
