摘要 高考新政有为学生减负、破解文理分科和"唯分数论"难题、促进高考公正等目标追求。为实现这些目标,需化解文理不分科与学生减负、不"唯分数论"与传统国民性、公平与效率三组矛盾。与此同时,高考新政可能会使文理不分科流于形式或得不偿失,使学生负担此消彼长,使高中教学和考试监管困难重重。建议将文理不分科调整为高中前两年文理不分科,高三及高考文理分科;学业水平考试文科生只考理科课程,理科生只考文科课程;所有高考科目均有两次考试机会;语文、数学以外的高考科目由高校根据专业需要在规定的分值范围内自主决定各科分值,但各专业的总分值统一,以确保根据总分从高分到低分录取的原则下单科有专长者被相关专业优先录取。 The new reform in college entrance examination aims to lighten the burden on students, to break the science-humanities division, to resolve the final-score principle and to promote fair competition. To achieve these ends, three contradictions have to be resolved properly, namely, the contradiction between science-humanities integration and alleviation of the burden on students, the contradiction between the final score principle and the traditional national character, and the contradiction between fairness and efficiency. Otherwise, the new policy may lead science-humanities integration to a mere formality and therefore, students cannot have any burden reduction. As a result, it may add to the difficulties of teaching and examination regulation. This essay holds that, rather than cancelling science-humanities division in high school, it would be better not to divide science-humanities subjects before senior grade three. Liberal Arts students should only take science course examination in the Academic Proficiency Test, while science student only the humanity course examination. In addition, every CEE subject have two opportunities. According to different major demands, college and universities can decide score proportion in different subjects except Chinese and mathematics. But the total score should be unified to ensure application result is in the light of total score from the high to the low, with only branch specialties preferred.
