摘要
针对云南省地处边疆、地形复杂、经济水平发展不高、供水设施不完善等特点,结合供水行业的特性和云南省供水行业市场化改革的进程,分别从基础设施条件、政策法规以及监管保障、水价机制3个方面对云南省城镇供水行业市场改革的适应性进行相关分析,提出云南省城镇供水行业市场化改革需以较为完善的供水设施为基础、以试点探索适合云南省省情的改革模式,增强行业竞争性,积极稳妥地推进市场化改革,逐步形成市场竞争和水价形成机制。
With regard to the characteristics of border area, complex terrain, poor economic development level and imperfect water supply facilities in Yunnan Province and combined with the characteristics of water supply industry and the process of its marketization reform, the correlation analysis of adaptability of marketization reform of urban water supply industry in Yunnan Province is conducted from the aspects of infrastructures, policies and regulations, regulatory support and water price mechanism. The following countermeasures are proposed: the marketization reform of urban water supply industry in Yunnan Province should be based on comprehensive water supply facilities, the reform mode suitable for the conditions in Yunnan Province should be explored by using the pilot method,the industry competition should be enhanced, the market-oriented reform should be actively and steadily promoted, and the market competition and formation mechanism of water price should be gradually formed.
