摘要
公共科技政策系统存在缺陷的一个重要原因即公共科技政策的行动主体缺乏对"公共"之哲学思想、人文精神的"体认",缺乏一种贯穿于系统始终的人文环境和文化氛围,可称为"公共心"的缺失。通过论述先秦诸子哲学蕴含丰富的"公共心"之思想理念和人文精神,为公共科技政策的人文缺失提供了一种背景化意义上的理论支持和现实启示。
An important reason for the limitations of public science and technology policy system is that the active subjects of public science and technology policy lack awareness of ＂public＂ philosophy and human spirit,lacking Human environment and cultural atmosphere to run through the system,which may be called the missing of ＂public spirit＂.This article provides the backgrounding theoretical support and reality inspiration for humanities in want of public science and technology policy through discussing the philosophy of the Pre-Qin scholars,which contains rich public spirit on ideas and human spirit.
