摘要
长期以来,跨国公司对非洲投资的主要动机就是获取矿产资源,尤其是国际需求量大或价值高的矿种。非洲矿产资源国从中也收获了不菲的资源收益。然而大多数非洲矿产资源国却并未受益于矿业繁荣而走上持续发展的道路,反而陷入了"资源诅咒"的困境。就其本质而言,"资源诅咒"实际上是政府"有效管理资源"的意愿和水平不足,导致政府治理能力弱化,从而引发种种发展中的困境。若要摆脱"资源诅咒",需要资源国政府提高治理能力,将资源优势转化为经济发展的比较优势。
For quite a long time, the basic drive of MNCs’ investment in Africa has been obtaining its mineral resources, especially those with high values and needed in great quantity internationally,which has greatly benefited the African countries with such resources. But many African countries with abundant mineral resources do not achieve sustainable development with the prosperity brought about by the mining industry; instead, they have been trapped in the 'resources curse' predicament.In essence, 'resources curse' is the result of mismanagement of the governments concerned of their natural resources, which has led to the weakening of their governance and brought about development dilemma of various kinds. To cast off 'resources curse', the governments of countries with abundant natural resources should raise their ability of governance and to translate their resource advantages into comparative advantages for economic development.
