摘要
在市场经济条件下,任何新的经济"增长点"的培育和形成都难以规避市场的考验,市场能够起到大浪淘沙的作用。同时,政府所扮演的角色也不容替代,它能起到"助推"或"催化"作用。当前,世界正处于新一轮科技革命和产业革命的前夜,在此背景下,探索新的经济"增长点",政府无疑要发挥引导和扶持作用,但如何把握"介入度",从而保证市场作用的充分发挥,这是各经济体在确保经济顺畅发展的同时所必须考虑的问题。
In the market economy, it is inevitable for any new economic growth point to be tested by market with a sorting-out process. It is also unreasonable to ignore or replace the role of government, as go- vernment can play a catalytic role in accelerating economic and social development. The world is at the eve of a new round of technological revolution and industrial revolution. It is important to identify those key industry or advanced technology that will definitely strengthen the future economic development. Under such circumstances, it is necessary to strengthen and exert the function of government to support and nurture those industries or new technologies at the early stage of product development. The problem is how to make a balance between the government that reduces to the maximum extent the level of interference in economic activities and the market that completely plays roles in the future development.
