摘要
根据黄河流域重要水功能区现状水质、纳污状况,对水功能区水质2015年、2020年、2030年达标率目标进行了分解,在核定水功能区纳污能力的基础上,分析了重要水功能区污染物承载能力。以实现分阶段水功能区水质达标率为目标,提出黄河流域重要水功能区2015年、2020年、2030年COD限制排放总量分别为39.90万、30.48万、25.87万t/a,氨氮限制排放总量分别为4.42万、2.94万、2.07万t/a。分析表明:黄河干流限制排污量占相应水平年重要水功能区限制排污量的40%左右,湟水、汾河、渭河、伊洛河、沁河、大汶河等主要支流限制排污总量占重要水功能区限制排污总量的42%左右,其他河流限制排污总量占18%左右。
According to the situation of water quality and acceptance of pollutants in the Yellow River basin water function zones of key rivers and lakes,this article decomposed water function zones water quality standard target by stages of 2015,2020 and 2030,analyzed water environmental carrying capacity of the key function zones based on the approved assimilative ability. In order to realized the water quality management targets,this article put forward that the total amount control of COD in 2015,2020 and 2030 would be 399. 0 thousand tons,304. 8 thousand tons and 258. 7 thousand tons and ammonia nitrogen would be 44. 2 thousand tons,29. 4 thousand tons and 20. 7 thousand tons by stages to water function zones of key rivers and lakes. The results show that the amount control of pollutants in the Yellow River mainstream,main tributaries and other rivers water function zones of key rivers and lakes is accounted for 40%,42% and 18% of the total pollutants in the corresponding level year. The pollution dis-charge total restrain plan in stages is declined continuously,which is coordinated with the increasing trend of water function zones water quality standard target by stages.
