摘要
黄河国家文化公园作为一项国家级文化工程,是促进沿黄省市实现经济转型、产业升级和乡村振兴的有效抓手,体现了国家在大江大河文化生态保护发展领域的综合治理能力和治理能力现代化水平,是实现黄河文化可持续发展和实施文化强国战略的重要举措。当前,黄河国家文化公园建设存在管理体制不完善、黄河文化资源保护开发利用的创新性不足、配套法律法规缺位等问题。黄河国家文化公园的建设需要建立“中央统筹+省负总责+市县抓落实”工作机制以及多元主体协同参与管理体制,加强黄河文化资源数字化保护传承和新业态培育,健全中国特色社会主义国家文化公园法律制度。
As a part of the national-level cultural project,building the Yellow River National Cultural Park can effectively help the provinces and cities along the Yellow River fulfill the economic transformation,industrial upgrading,and rural revitalization.This project reflects China’s comprehensive governance capacity and governance modernization level in terms of protecting and developing the cultural ecology of its major rivers.It plays a key role in the sustainable development of the Yellow River culture and the implementation of the strategy of building up China’s cultural strength.Currently,this project still faces some problems.For example,the management system is incomplete;the measures for protecting and exploiting the Yellow River’s cultural resources are not creative enough;not all pertinent laws and regulations have been formulated.To accomplish the task,it is required to establish the mechanism as follows:the Party Central Committee works on the holistic design and deployment;the related provinces shoulder the overall responsibilities;the subordinate cities and counties are in charge of implementation.In addition,we should better protect and hand down the Yellow River’s cultural resources by digital means and create new forms of business.Also,a complete legal system is indispensable on how to build socialist national cultural parks with Chinese characteristics.
